Senior Assistant Solicitor
Before joining the team at The
Projects Partnership as a Senior Assistant Solicitor, Owen previously held positions
as Senior Assistant Solicitor with Lawrence Graham LLP and before that was Head
of Legal and Democratic Services at Harlow District Council.
Owen was recently seconded to the East of England Development Agency as Interim
Head of Legal Services.
Owen has broad experience on vires and governance issues. He has gained substantial
knowledge of commercial procurement legal issues both in the private and public
sector.
Owen has been involved in a wide range of procurement and redevelopment projects
for local authorities and housing
associations.
Owen is the co-author of the “A-Z
of Good Governance for Councillors (2007)” with James Findlay of 2-3 Gray’s Inn
Square.
Owen is currently advising two NHS bodies on the establishment of social enterprise
vehicles to facilitate Practice Based Commissioning and a major health improvement
programme.
