Senior Assistant Solicitor
Before joining TPP Law Limited as a Senior Solicitor, Owen previously held positions
as Senior Solicitor with Lawrence Graham LLP and before that was Head
of Legal and Democratic Services at Harlow District Council.
Owen was seconded for 10 months to the East of England Development Agency as Interim
Head of Legal Services where he oversaw the Agency’s procurement function and provided
day to day advice on EU and other procurement projects.
Owen has broad experience on vires and governance issues. He has gained substantial
knowledge of commercial procurement legal issues both in the private and public
sector.
Owen has been involved in a wide range of procurement and redevelopment projects
for local authorities and housing associations.
Owen is the co-author of the “A-Z of Good Governance for Councillors (2007)” with
James Findlay QC of 2-3 Gray’s Inn Square.
