Director & Solicitor
Matthew
has been with TPP Law Limited since 2002,
becoming a Director in July 2006, and has worked on Education,
Leisure, ICT and Residential Care Projects.
Matthew specialises in advising both public and private sector clients on complex
procurements, long-term partnerships and commercial and contractual issues. In 2009
Matthew’s team was recommended by Legal 500 in the Private Finance Initiative sector.
Matthew successfully closed five Design and Build contracts for 3 special
schools and 2 secondary schools with a capital value of £45million for the London Borough
of Lambeth - the first
BSF scheme in London.
In Nottingham, Matthew advised on the setting up of Nottingham Academy – the largest
school in the United Kingdom.
Matthew led on one of the first integrated healthcare campus projects to be built following the Government’s
Health White Paper, a
£12 million redevelopment of a former community
hospital in Wiltshire.
Matthew has also completed an innovative 35 year PPP project for the provision
of student accommodation in the University sector by an industrial and provident society.
Matthew successfully closed the biggest schools partnership contract in
England to date on behalf of Northamptonshire County Council. The contract is worth around £1 billion
over its life and will bring in capital investment of over £200 million to 42 schools.
Matthew has completed a £150 million contract with Oxfordshire County Council to
operate and re-develop 19 care homes for the elderly for a not-for-profit joint venture between care provider OSJCT and bpha.
Currently Matthew is working as lead adviser to the London Borough of Lambeth as
they seek to establish a Local Education Partnership for their BSF scheme, as well
as advising one of two bidders on the Oldham Metropolitan Borough Council BSF project.
He is also working on another integrated healthcare project involving residential
care and a community health facility.
