Mark Johnson

 

Managing Director & Solicitor - Based London and Manchester offices

Managing Director and founder of TPP Law Limited, Mark holds a BA in Law from Brasenose College, Oxford and an LL.M in EU Law and Economics with distinction from the University of Amsterdam.

Since 1993 Mark has specialised in developing innovative and cutting-edge partnership contracts and new delivery models for public services across a wide variety of sectors including education, health and social care, local government and support services. Until 2001 Mark was head of PPP with a leading City law firm before founding TPP Law Limited as a new model law firm working closely with select clients on the development of successful public service partnerships, contracts and social enterprises in NHS services under the ‘right to request’, social care and local government.

A multi-disciplinary and commercially-minded problem solver, he seeks practical solutions to ensure our clients' success. He advises on all aspects of partnership projects, including corporate and contractual structures, funding and security agreements, procurement and tendering issues, charity law, administrative law and vires issues, employment and pensions aspects. He has advised local authorities, NHS bodies, contractors, third sector organisations and funders on numerous successful deals. He has helped to launch many new arms length trading vehicles, joint ventures and social enterprises, including community interest companies, Industrial and Provident mutual societies as well as charitable companies.

Mark is a member of the Charity Law Association, the Social Enterprise Coalition, NCVO and an Associate Fellow of the Institute for Advanced Legal Studies. He regularly lectures on public service partnership topics at conferences. He has developed training initiatives and products for executives involved in projects.

He serves as a trustee of an educational charity in London. He is the editor of our Structures for Social Enterprise handbook and the firm's newsletter Partnership Prospects.
