Director & Solicitor

Managing Director and founder of The Projects Partnership, Mark holds a BA in Law from Brasenose College, Oxford and an LL.M in EU Law and Economics with distinction from the University of Amsterdam.

Mark has specialised in developing innovative and cutting-edge partnership contracts since 1993 across a wide variety of sectors including, education, health and social care, transport, support services and community regeneration. Until 2001 Mark was head of PFI/PPP with a leading City law firm before founding The Projects Partnership Limited as a new model law firm working closely with select clients on the development of successful public service partnerships and social enterprises.

A
multi-disciplinary and commercially-minded problem solver, he seeks practical solutions to ensure our clients' success. He advises on all aspects of partnership projects, including corporate and contractual structures, funding and security documents, procurement and tendering issues, charity law, administrative law and vires issues, employment and pensions aspects. He has advised public authorities, contractors and funders on numerous successful deals. He has helped to launch many new social enterprises, including community interest companies, Industrial and Provident mutual societies and 'bencoms' as well as charitable companies.

Mark is a member of the Charity Law Association, the Social Enterprise Coalition, Solicitor's European Group and an Associate Fellow of the Institute for Advanced Legal Studies. He regularly lectures on public service partnership topics at conferences. He has developed training initiatives and products for executives involved in projects.

He serves as a trustee of an educational charity in south London. He is the editor of our Structures for Social Enterprise handbook and he firm's newsletter Partnership Prospects.
