Local authorities are faced with stringent performance measures and an accountability
framework that requires increasing efficiency and customer satisfaction in their
delivery of public services.
The Gershon review and CPA set challenging targets
to achieve efficiency savings in public services. Creating effective partnerships
and strategic procurement will often play a key role in achieving success.
We work with our local authority clients to support them in complex procurements,
advising on strategy, compliance with the new procurement directive and regulations,
drafting and negotiating contract conditions and advising on the wide range of legal
and regulatory issues impacting on partnerships, including powers issues, charging
and trading, prudential borrowing, TUPE and employment provisions, freedom of information
and data protection issues.
We have been involved in creating many innovative structures for the delivery of
public services, including local authority companies, joint ventures, strategic
partnerships and community interest companies. We also provide training and capacity
building for local authority project teams about to embark on a new programme or
project.
