Third sector organisations to deliver public services
under Tories
The Conservatives would give third sector organisations funds to deliver public
services, David Cameron has announced in a speech where he also spoke about encouraging
social action and community engagement.
The Tories would “identify and work directly with social entrepreneurs
who have
the capacity to run successful social programmes in communities with the greatest
needs” and franchise them to “social entrepreneurs with a track record of success”.
These organisations would be funded “directly from existing state budgets to deliver
public services.”
The Tory leader also touched on the need to break the culture of charities and social
bodies being dependent on the state for hand-outs by looking at how government can
use loans alongside grants to help make them more sustainable and effective.
