BSF Second Annual Report Published
On 20 January PwC published its second annual report on
BSF. This report sets out the views and opinions of stakeholders involved in the
BSF programme, together with suggestions for the future.
Despite the criticisms that the programme has received, the report indicated that
schools, teachers, and heads believed that the procuring authorities now consulted
and engaged with them better and that communications and relationships were improved.
The report emphasised the desire of the schools to have more input into the design,
but highlighted the nationwide capacity issue. Schools are seeking more resources
from their procuring authority in order to enable staff to focus more exclusively
and devote the appropriate amount of time to work on the BSF project, however currently
the authorities are not providing the funding for this to happen. One of the key
messages of the report is therefore that there is a shortfall in resources and insufficient
funding currently to bridge this gap.
Surprisingly, the report highlighted misgivings of schools towards the benefits
of an integrated and fully managed ICT service. More positively however, the report
highlighted a perceived improvement in the efficiency of the programme and the procurement
process.
