Children's Plan Launched

Secretary of State Ed Balls announced the launch of the Government’s new ‘Children’s Plan’ in December. This Plan sets out ten goals to be achieved by 2020, including a general goal of enhancing children and young people’s wellbeing, specific targets in relation to the Foundation Stage profile, expected standards in English and Maths by age 11 and the achievement of at least 5 higher level GCSEs and 2 A-levels. Other goals include the reduction of obesity, the eradication of child poverty and a significant reduction in the number of young offenders. There is also a stated ambition that all new school buildings should be zero carbon by 2016 and that more 20mph speed zones should be created around schools.

In terms of key actions, the Plan sets out that:

£225 million will be allocated to build or renovate playgrounds in deprived communities
£160 million will be allocated to improve the availability of activities for young people
£100 million will be used to provide free childcare to 20,000 two year olds from poorer families
child heath services, social care, advice, welfare services and police will be co-located on the same sites where possible – this will mean opening facilities to the wider community as ‘extended schools’ and further guidance will be published for the Building Schools for the Future programme to ensure that schools are appropriately designed to achieve this
a review, led by Sir Jim Rose, will look at the primary level curriculum.

The Plan also makes clear that it views partnerships with parents as a central theme. It wants to ensure that parents stay in touch with teachers as their child progresses through school and is allocating funding to IT solutions which help to track pupils’ progress and to help parents develop their own skills.
